KOSGEB Digital Transformation Support for Process Software

KOSGEB's SME Digital Transformation Support Programme is open only to small and medium-sized manufacturers (NACE Section C); it pays the interest on loans of 1 to 20 million TL from contracted banks for new software, hardware, machinery and equipment. Logistics companies (NACE Section H) are not eligible; manufacturers and food producers may be, if they meet the other conditions.

What Exactly Does KOSGEB Support in This Programme?

Everything here is as of 24 September 2026 and comes from KOSGEB's programme page and revision 5 of the programme directive (KOBİ Dijital Dönüşüm Destek Programı Yönergesi), dated 5 July 2026. Article numbers in brackets refer to that directive.

The programme is not a grant. It is interest support: your company takes a loan from a bank that has signed a protocol with KOSGEB, and KOSGEB pays support towards the interest, with no repayment (Art. 5/1). The programme page lists the contracted banks as Türk Ekonomi Bankası, Türkiye İş Bankası and Yapı ve Kredi Bankası.

  • What it covers: machinery, equipment, software and hardware approved by the evaluation Board, all of it new (Art. 5/2).
  • The loan: an investment loan of at least 1,000,000 TL and at most 20,000,000 TL per enterprise, for up to 36 months (Art. 6/2).
  • Grace period: up to 6 months if the bank agrees, within the 36 months (Art. 6/6).
  • Programme length: 24 months, and the loan must be drawn within that time (Art. 6/1, 6/5).
  • Support points are set by the KOSGEB Presidency (Art. 6/3); the programme page shows 20 points.
  • A company can use this programme only once (Art. 5/3).

Who Can Apply and Who Cannot?

On the application date the company must be small or medium-sized, registered and active in the KOSGEB database with an up-to-date SME declaration, and operating in NACE Rev. 2 Section C, manufacturing (Art. 7/1, 7/2, 7/4).

There is a financial test too: total equity in the last financial year must be positive, and at least one of the last three financial years must show an operating profit (Art. 7/7). Sectors that the EBRD, which provides the funding, does not finance are excluded (Art. 7/6).

What If You Are a Logistics Company?

Plainly: a company whose main activity is transport, warehousing or logistics services (NACE Section H) cannot apply to this programme. The condition is about the sector; company size or the kind of project does not change it.

We checked KOSGEB's other programmes as well. The Capacity Development Support Programme (Kapasite Geliştirme), which does cover software, is open to manufacturing, telecommunications, computer programming, information services and R&D; logistics is not on that list. As of 24 September 2026 we found no current KOSGEB programme that funds process software for a logistics company in Section H.

The same applies to distribution and wholesale companies. If a programme appears we will update this guide. Until then, plan a logistics process system on your own budget, in small steps that pay for themselves, rather than waiting for support.

How Does Process Software Fit the Programme?

The directive does not list types of software. Three things decide it: the software is new, the Board approves it, and it matches the recommendations in the maturity report. The Board judges whether each requested item is necessary and appropriate against those recommendations (Art. 12/7).

So the order matters. If you want a process system for production planning, order-to-invoice, quality records or stock, that need should first appear in the maturity report as an implementation project. The application form then asks you to describe the software by its minimum technical specifications, without brand or model, and to attach market price research.

Before payment, a KOSGEB officer visits the company and records the purchased items, with brand, model, serial number or similar identifiers, in an inspection report (Art. 17/3). An item that does not meet its minimum specifications gets no interest support (Art. 17/4). If the software runs with a hosting provider, you show the contract with that provider during the inspection.

Time-limited licences and cloud access are addressed separately: during the supported period the software may not be rented or transferred to anyone else (Art. 18/12-c). For software built specifically for you, agree how it will be described with your consultant and your local KOSGEB office before applying.

One more limit: supported purchases cannot be made from the company's owners or partners, their close relatives, or firms they own (Art. 18/9).

  • Up-to-date SME declaration and an active KOSGEB database record

  • Four-digit NACE code within Section C

  • An approved maturity report still within its validity (TÜSSİDE DDX or MEXT/İHKİB SIRI format)

  • Three years of financial statements: positive equity, at least one year of operating profit

  • Minimum technical specifications for each software item, with no brand or model

  • Market price research: pro forma invoices, quotation letters or quotes by email

  • Technical brochures, catalogues or supplier letters

  • For joint-stock companies, the latest approved list of attendees; a Findeks company assessment report if you have one

  • A project summary of at least 300 words: aims, duration, activities, location, total cost

The Steps From Application to Payment

The directive and the programme page describe the process in this order. The most common mistake is buying the software before the Board has decided.

  • Maturity report

    Get an approved digital transformation or maturity assessment report from an authorised consultant. Apply within its validity, or within one year of approval if it states none (Art. 7/5).

  • Application and check

    Fill in the form on the KOSGEB system in line with the report. It is checked within 7 days; corrections not made within 7 days mean rejection (Art. 8/1, 9).

  • Board decision

    A Board of one KOSGEB officer and two independent evaluators accepts, rejects or asks for corrections. A rejection can be appealed once, within 15 days (Art. 10, 11, 13).

  • Bank loan

    Apply to a contracted bank. The amount the Board approves is the ceiling of the loan you can use (Art. 15).

  • Purchase

    Purchase and invoice dates must fall after the first Board decision is registered and within the programme period (Art. 17/17).

    An invoice dated before the decision is not supported.

  • Instalment and payment request

    Pay the instalment that falls due, then file a separate payment request for each instalment period (Art. 17/1, 17/8).

  • On-site inspection and payment

    A KOSGEB officer visits and draws up the inspection report; after approval the interest support is paid (Art. 17/3).

  • Follow-up

    Twelve months after the programme ends, within three months, send an updated digital maturity level from the same institution's consultant, or pending payments are not made (Art. 16/2).

Why Do Applications Fail or Payments Stop?

KOSGEB's application checklist and Board criteria state which gaps lead straight to rejection. Together with the payment articles of the directive, these are the reasons to watch:

  • The company is micro-sized, or its NACE code is outside Section C.
  • The maturity report expired before the application.
  • Equity is negative, or none of the last three years shows an operating profit.
  • The application is not based on the strategies recommended in the report; the Board rejects it.
  • The bank's information shows the company lacks financial capacity.
  • The transformation does not look workable or lasting: no infrastructure for it, or no one to keep it running after the programme.
  • Requested corrections are not made within 7 days.
  • Buying before the Board decision, an item that misses its minimum specifications, or no payment request within four months of the last loan maturity (Art. 17/4, 17/17, 17/18).

Supported software and hardware cannot be sold, rented, transferred or pledged until one year after the last loan maturity (Art. 18/12). The same expense cannot also be supported by another institution or KOSGEB programme (Art. 18/4).

Questions

Does KOSGEB pay for the software?

Not in this programme. KOSGEB supports the interest on the loan you take from a contracted bank to buy it; the principal remains your debt. The system calculates the support from the loan amount, term and support points (Art. 17/4).

Can a logistics company apply?

No. The programme is open only to companies in NACE Rev. 2 Section C, manufacturing (Art. 7/4). Transport, warehousing and logistics services sit in Section H.

Can food producers apply?

Food and beverage manufacturing is in Section C, so small or medium food producers that meet the other conditions can apply. Manufacturing of alcoholic drinks (11.01-11.06) and tobacco products (12.00) is on the excluded sectors table.

Who prepares the maturity report?

Consultants certified or authorised by the institutions KOSGEB designates. The programme page names TÜSSİDE's DDX and MEXT/İHKİB's SIRI report formats. For small and medium manufacturers, the assessment service itself can be supported under the YÖNDE programme.
